About Loss Control

In 2002, the Alabama Municipal Insurance Corporation (AMIC) and the Municipal Workers Compensation Fund (MWCF) created a joint Loss Control Division allowing both programs to provide additional staff and expanded services at a much reduced cost to their members.

The Loss Control Division has 11 dedicated staff members and offers exclusive, state-of-the-art training such as the SkidCar defensive driving course and the Firearms Training System (FATS). Both of these programs were designed to create greater awareness of on-going liability issues as well as teach member participants to eliminate or mitigate their losses through specialized training.

Will was named the loss control manager for the Loss Control Division of the Alabama Municipal Insurance Corporation and the Municipal Workers Compensation Fund on January 1, 2024. He is responsible for overseeing day-to-day operations for the Loss Control Division. Will has 16 years of experience in the insurance industry.

Prior to being named the loss control manager for AMIC and MWCF, Will held the position of account executive for AMIC, where he provided sales and customer service for accounts in the southern territory. Will first joined the League’s Loss Control Division in early 2008 as a loss control representative, where he provided loss control services in the central and western regions of the state for 11 years. In his time with MWCF and AMIC, Will has earned an Associate in Risk Management for Public Entities (ARM-P), Certified Insurance Counselor (CIC), and Associate in Reinsurance (Are) designations.

Will and his wife, Dawn, are members of Hunter Hills Church of Christ and live in Prattville. They have three precious children: Cody, Abby and Ben.


Wade Campbell

Originally from Hopkinsville, Kentucky, Wade joined the Loss Control Division in August 2019. He is a 2019 graduate of Murray State University where he earned his Bachelor's degree in Occupational Safety and Health. In addition, he has obtained his Associate in Risk Management (ARM) and Graduated Safety Practitioner (GSP) certifications. Wade enjoys spending quality time with friends and family and loves to cheer on his beloved Kentucky Wildcats.


Kyle Hines

Kyle Hines is from Montgomery, Alabama and is a 2021 graduate of Troy University with a bachelor's degree in Risk Management Insurance. He previously interned at AMIC in the summer of 2019 and has happily come back to work in the loss control division. He now resides in Birmingham, Alabama and likes to spend time with his family as well as reading and working on his cars.

Cody Marcum

Cody Marcum became a part of the Alabama Municipal Insurance Corporation and Municipal Workers’ Compensation Fund Loss Control Division in October 2022. Prior to his involvement with the Loss Control Division, he dedicated nearly a decade to the fire service profession. With a wealth of experience, Cody possesses diverse IFSAC and Pro Board certifications, spanning fire inspections, hazardous materials response, and multiple facets of technical rescue. His commitment to service extends to his time in the United States Marine Corps Reserve from 2010 to 2018.

Cody holds a bachelor's degree in Business Administration from Auburn University and a Master of Science in Public Safety from Liberty University. Additionally, Cody has earned the designations of Associate in Risk Management and Certified Safety Professional. Beyond his professional pursuits, he finds joy in his marriage to his wife, Nichole, and is a proud father to two sons, Bryce, and Greyson. While their home is in Shelby County, Cody, and his family frequently revisit the plains to support their Auburn Tigers.


Elliott Folmar

Elliott Folmar joined the Alabama Municipal Insurance Corporation and Municipal Workers’ Compensation Fund Loss Control Division in August 2024. With nine years of steadfast dedication to public safety and emergency response within the fire service, Elliott brings a wealth of experience to his role. His career has been distinguished by over a decade of exceptional customer service, where he has consistently built positive relationships and ensured client satisfaction.

Elliott's extensive certifications span a broad spectrum of specialties. He is trained in hazardous materials handling, teaching and leadership, child safety protocols, and specialized rescue techniques, including heavy machinery and rope operations. His expertise also covers critical areas such as active shooter response, autism awareness, pipeline emergency response, traffic safety management, and fire investigation methodologies.

Outside of work, Elliott is passionate about college football and weightlifting. Residing in Morris, AL with his wife, Hannah, and their son, Oliver, Elliott and his family are enthusiastic supporters of the Auburn Tigers and enjoy celebrating their victories with a hearty "War Eagle!"


Louis Zook

As an independent contractor, now with Safe Risk Loss Control Services LLC, Louis Zook joined the Loss Control Division in October 2018 as the SkidCar Coordinator. In 2021, he became a Police Safety Consultant responsible for traveling to member police departments throughout the state to reduce municipal liability and employee injuries. Louis retired in 2018 after 37 years in law enforcement, including service as Chief of Staff for the Alabama Peace Officers' Standards & Training Commission (APOSTC), Law Enforcement Coordinator for the Alabama Attorney General's Office and nearly 17 years as the Chief of Police in Sylacauga, Alabama. He attended Gadsden State Community College, the University of Virginia and Jacksonville State University, and is a graduate of the Alabama Police Academy and the FBI National Academy. He is recognized as a Certified Police Chief by the Alabama Association of Chiefs of Police (AACOP) and a Certified Law Enforcement Executive by the Alabama Peace Officer's Standards and Training Commission. Louis is a life member of the AACOP where he served in several elected positions including President in 2007. In addition, he is a life member of the International Association of Chiefs of Police (IACP), a member of the FBI-National Academy Associates and serves on various other law enforcement and community boards and committees. 


Terry Sanders

As an independent contractor, now with Safe Risk Loss Control Services LLC, Terry Sanders joined the Alabama Municipal Insurance Corporation and Municipal Workers Compensation Fund Loss Control Division in 2012.  As a Police Safety Consultant, he is responsible for traveling to member police departments throughout the state to reduce municipal liability and employee injuries. While serving active duty in the United States Air Force Terry attended Los Angeles Community College and the University of Maryland, later receiving a Bachelor of Science degree in criminal justice and police administration from Columbia Southern University. He graduated from the Alabama State Police Academy in Selma, Alabama and the F.B.I. National Academy in Quantico, Virginia. Terry was certified through the Auburn University Center for Governmental Studies as a Public Personnel Administrator and has also been certified through the Alabama Certified Law Enforcement Executive Program as a Chief of Police. He served as Chief of Police in Valley Alabama and Bay Minette, Alabama. Terry retired from law enforcement in 2005 and taught criminal justice at Remington College, Mobile Campus. He came out of retirement in 2009 to serve as Interim Police Chief and then Assistant Chief for the city of Fairhope, Alabama. Terry is a proud Veteran of the United States Air Force.


Pete Folmar

As an independent contractor, now with Safe Risk Loss Control Services LLC, Pete Folmar joined the Loss Control Division on December 1, 2020, as AMIC/MWCF's SKIDCAR Coordinator and is responsible for traveling throughout the state training police officers and other municipal employees through the Division's popular proactive driver training program. He replaced Louis Zook, who is now serving as a Police Safety Consultant. Pete served 26 years in Law Enforcement beginning in 1994 at the Anniston Police Department. He retired November 2020 after five years as Chief of Police in Helena. Prior to being appointed Chief, he served 19 years at the Pelham Police Department where he last served as the Commander of Criminal Investigations Division. He is a member of the Alabama Associatoin of Chiefs of Police (AACOP) and a member of the International Association of Chiefs of Police. Pete has been an instructor in the AACOP New Chiefs Development Seminar and also served on the AACOP Education Committee. He holds a degree in Criminal Justice Administration from the University of Phoenix and is a graduate of the Northeast Alabama Police Academy and Leadership Shelby County. He is married to the former Tara Littlefield and they have six children. Two of their sons serve in the Alabama Air National Guard and one is a police officer at the Pelham Police Department.

Donna Wagner

Donna was born in Eufaula, Alabama, and received her degree in Business Administration at James H. Faulkner State Junior College in Bay Minette. She joined the Loss Control Division in 2001 as a Loss Control Assistant and became the Loss Control Coordinator in 2008. Prior to working with Loss Control, she worked at the Alabama State Trooper Association for six years. Donna and her husband, Scott, have three children and two grandchildren. They are members of Coosa Baptist Church. Donna enjoys reading and relaxing at the beach.

Sonya grew up in Millbrook, Alabama and joined the Loss Control staff in June 2003. As the Assistant Loss Control Coordinator she helps with the day to day operations in the Loss Control Division. She is also responsible for the Safety Video Library. Sonya and her husband Todd, who also works for the Loss Control Division as a Loss Control Representative, have two grown children and three grandchildren. She and Todd are active members at Coosada Baptist Church. They enjoy spending time at the lake together and time with family and friends.


Deena Pregno

F.A.T.S. Coordinator

Deena Pregno, FATS coordinator for the Loss Control Department retired from the Alabama Law Enforcement Agency in 2019 with 23 years of service. Upon retirement, she held the rank of ALEA chief over the driver license division. She served several years in the highway patrol, executive security and service divisions. Prior to working with ALEA, she was employed with the Alabama Department of Forensic Sciences for 10 years. Deena graduated from the Alabama State Trooper Academy and received a bachelor’s degree in business administration from Troy University. Deena is a member of Frazer Methodist Church.
