In June of 2020, Baker Allen started working at the Alabama League of Municipalities as the director of policy and research. Since November 2024, Baker has served as the director of governmental affairs, which is responsible for federal and state legislation.
Prior to his time at the League of Municipalities, Baker served as economic policy advisor to both Gov. Robert Bentley and Gov. Kay Ivey. During his five years in the governor’s office, he crafted economic development policy and legislation that frequently included broadband, environmental, opportunity zones, water and veterans’ issues.
An Eagle Scout, Baker was born and attended high school in the greater Birmingham area. Prior to moving to Montgomery, he attended Hampden-Sydney College, graduating with a Bachelor of Science in mathematical economics. During his time at Hampden-Sydney, he was named the Paul Trible Public Service Program Scholar and received the Lewis and Nell Drew Student Government Award. He is also a graduate of the IV Class of the Alabama Leadership Initiative. Baker enjoys spending time with his lovely wife, Lydia, and their daughter.

Adam, a native of Andalusia, Alabama, joined the Alabama League of Municipalities in May 2024 as a grassroots coordinator.
His educational path led him to Huntingdon College, where he distinguished himself both academically and athletically, earning a golf scholarship and ultimately graduating with a Bachelor of Arts degree in business administration. During his tenure at Huntingdon, Adam actively engaged with various organizations and committees, including the Student Athlete Advisory Committee, the Center for Career and Vocation Student Council and the Business Club, showcasing his leadership skills and commitment to campus involvement.
Upon relocating to Montgomery, Adam balanced his academic pursuits with professional endeavors, contributing his talents to Your Golf Superstore as a dedicated sales associate. Through his role, he fostered meaningful connections within the community, exemplifying his dedication to customer service and community engagement. He also served as an intern within the League’s advocacy team throughout the 2024 Alabama Legislative Session.
Outside of his professional commitments, Adam finds enjoyment in outdoor activities such as golfing and fishing. His passion for the game of golf is evident, as he often seeks the golf course when not occupied with work responsibilities.
Debra Pascal

Debra is a lifelong resident of Montgomery, Alabama, and has always been fascinated with its history. She attended Huntingdon College, receiving her BA in Elementary Education. While working at Alfa Insurance as a Homeowner Underwriter, Debra also received her Certificate in General Insurance. She spent 10 years at Alfa before becoming a stay-at-home mom for the next seven years. After being heavily involved in the Dalraida Elementary PTA, Debra was hired to work at the school where she served as inventory clerk, textbook coordinator, secretary and technology coordinator for 10 years.
From 2016 until 2020, Debra was Assistant to the Director at the Alabama Bicentennial Commission. In this role, she helped coordinate celebrations and commemorations that focused on Alabama’s 200th birthday. During her time with the Commission, she was fortunate to learn something new about the state nearly every day as well as interact with many elected officials, professionals, educators and volunteers from throughout Alabama
Debra joined the League in December 2020 and provides administrative support to the Advocacy Team; assists with meeting planning; and coordinates a variety of programs and activities. She and her husband Mike are parents to daughters Mandy and Haley, both living and working in the Birmingham area. Mike and Debra attend Eastern Hills Baptist Church where she is active in the adult choir and ensemble.
